 um\nThe Rail Car Incident Response course was developed to educate emergen
 cy responders on freight rail car incidents involving hazardous materials.
  As more and more rail traffic transports cargo\, including hazardous mate
 rials\, it is critical that emergency responders are well trained. The inc
 rease in traffic adds to the already present risk of transportation incide
 nts involving hazardous cargo. In addition\, since a majority of the rail 
 traffic travels through rural America\, it is important that the often tim
 es resource limited rural responder community become educated about the da
 ngers and unique hazards presented with rail cars. The information covered
  in this course will enhance the ability of emergency responders\, especia
 lly rural emergency responders\, to manage rail car incidents.\n\n\n\n\n\n
 \nThe following key elements serve as the basis for the course:\n\n\n• Rec
 ognizing the chemical being transported\, which has physical\, chemical to
 xicological properties that dictate the transportation requirements and th
 e manner in which the chemical must be considered in an emergency situatio
 n\n\n\n• Identifying the packaging system\, which is reflected in the desi
 gn and construction of the rail tank car\, and the components of the rail 
 car as well as all the information conveyed in the car stenciling\n\n\n• E
 xplaining the incident to determine the damage to the car and the potentia
 l hazard to people\, property\, and the environment from the release or re
 action of the chemical and to take appropriate protective action\n\n\n• Re
 cognizing the appropriate and safest handling method of the chemical in th
 e damaged car to mitigate the situation\, whether by transfer\, neutraliza
 tion\, venting\, flaring\, etc.\, and understanding these options\n\n\n• M
 anaging the incident and the many conflicting interests represented by all
  the potential participants at an incident \n\n\n• Identifying federal\, s
 tate and private sector resources available to assist in the response\n \n

  will be provided on CD-ROM\, which also includes a wide variety of resour
 ces that will help you conduct benefit-cost analyses and prepare hazard mi

 -cost analysis\, as well as state hazard mitigation staff\, will teach the

 all perspective of the importance and the need for Emergency Responder ass
 istance. Responders play a critical role in containing and recovering from
  an animal disease outbreak.\n\nCONTENT WILL INCLUDE:\nAssist w/ quarantin
 e procedures during a FAD outbreak\;Learn about personal protective equipm
 ent\; Learn appropriate cleaning and disinfecting procedures for people\, 
 vehicles\, & property\; Identify euthanasia techniques\; Identify key comp
 onents in diseased animal disposal\; Identify symptoms of traumatic stress
  in responders\; Function effectively in an assigned role in an FAD incide
 nt\n\nSUGGESTED ATTENDEES: \nEmergency responders\, supervisors and manage
